Govt. Training College for Teaches of the Deaf, Gulberg-II, Lahore has the honor to be the first teacher training institution in the field of Special Education (Hearing Impairment) in Pakistan. It is situated in posh area (i.e. Gulberg Colony) of Lahore city. It was established in 1952 by All Pakistan Deaf and Dumb Welfae Society to prepare qualified teachers to fulfill the professional needs of schools for the deaf in Pakistan. The 1st President of his society was Dr. Nasim Hussain and Secretary General was S.A. Makhdoom. This Society was established in 1948. It has also honor that foundation stone of present building of the college was laid down by Mohtarma Fatima Jinnah, Mother of the Nation in 1962. Since its inception it is serving the cause by producing teachers having professional approach toward their job. The first teacher education programme offered by this institution was “Teacher of the Deaf (T.D)” the services of American Professors from Clark School for the Deaf and Northampton University were hired to start the “Teaching the Deaf” Programme in this institution. The programme was prepared by them and later on it was reviewed in 1987-88 by Professor Mrs. Robson, a renowned teacher educator from UK. Its services are regarded marvelous and remarkable in the field of Special Education by professionals working for education, habilitation/rehabilitation and welfare of Special Education, as it has always extended its cooperation to other institutions working in this field.

This college was nationalized by the Government of Pakistan in 1975. Mohtarma Shamim Afzal was the 1st Principal after nationalized. This college introduced two (02) new programs of Post Graduate Diploma (Speech and Language Therapy and M.Ed (Spl.Edu) from academic session 2010-2011 with the affiliation of University of Education Lahore after the long period of 58 years. This is great achievement for this college and Special Education Department, Punjab.

Present Government under the dynamic and vigorous leadership of Honorable Mian Muhammad Shahbaz Sharif is committed to provide free educational and vocational training facilities to special children on modern and scientific lines to bring them at par with the normal children and also to make them self-supportive and self reliant members of the society.

I thanks to Honorable Secretary, Government of the Punjab, Special Education Department, Director Special Education Punjab, my colleagues, friends, my students and also thanks to University of the Education, Lahore for helping to start the first ever Master level programmes i.e. M.Ed (Spl.Edu) and Post Graduate Diploma in Speech and Language Therapy in this historical and pioneer institute of teachers training in Pakistan.
